Arguments Against

Voting has progressed in technology from traditional days when voters dropped votes marked on a shell, shard of pottery, or card into a box to the current days where voting is controlled by electronics and the processes leading to the vote remain unseen to the human eye. Despite the change in method of voting, the basic facets of good voting tactics remain the same: ensuring one vote per voter, maintaining voter anonymity, accuracy of vote, security of the system, and prevention of fraud.

This is where the problem lies in many arguments against electronic voting opponents do not feel that the voting basics can be maintained in an electronic voting system. The arguments have been divided into 3 general categories of complaints: issues with the technology, vast possibilities of fraud, and protection of voters and their votes.

As Bruce Schneier describes it, technology adds more steps to the process and thus increases the possibility of error with each additional step, all of which are largely unseen by the voter. Put Murphys Law of whatever can go wrong, will go wrong into play, and one can surmise that technology will most likely falter. Not only does the technology create more errors in the electronic workings, but the voters can also commit mistakes due to confusion with the user interface. The terminology is confusing, different machines produce different interfaces, and even the audio guides to help the disabled may prove more confusing than helpful.

With the advent of electronic machine voting also comes the higher possibilities of fraudulent machines and practices. First of all, the technology is black box software, meaning that the public is not allowed access into the software that controls the voting machines. Although companies protect their software to protect against fraud (and to beat back competition), this also leaves the public with no idea of how the voting software works. It would be simple for the company to manipulate the software to produce fraudulent results. Also, the vendors who market the machines are in competition with each other, and there is no guarantee that they are producing the machines in the best interest of the voters and the accuracy of the ballots.

Lastly, vote accuracy is also an issue, because voters have no way of confirming there vote, and there is also no way of conducting a recount with direct-recording electronic (DRE) voting. With DRE, there is no paper trail, no verification, and thus no scrutiny of the processes. Voter anonymity is also a problem. Voters have to provide much of their personal information to the systems for voter verification, and with that comes the problem of keeping voter information safe and keeping voters anonymous.

The cons against electronic voting laid out here are only some of the arguments against electronic voting. However, they are a good reflection of the ethical and technical concerns related to the issue of electronic voting.

THE 
FISCAL RESPONSIBILITY ACT WAS A TAX MECHANISM CREATED TO PUT LIMITS ON
POWER COSTS EXECUTIVE BOARD IN THREE GOVERNMENT SPHERES. AT THE END OF EACH
YEAR THERE IS NECESSITY OF BUDGET APPROVAL , IN WHICH ARE SET TARGETS AND
SPENDING LIMITS FOR THE NEXT YEAR.  THIS APPROVAL BEGGINS TO MATERIALIZE

THAT THE FAVORABLE TO THE EXECUTIVE PROJECTS ARE APPROVED WITHOUT ANY OR ALMOST
NO RESISTANCE.

LIABILITY LAW, IT IS THE EXECUTIVE CHEF, PRESIDENT, GOVERNOR MAYOR OR SUBJECT

for savings in the public sector, fiscal irresponsibility is defined as a crime

The bursting of the accounts.

The LDO set the primary surplus target for 2014 at R$ 116.1 billion. The
government had already approved in Congress authorization to discount this to R$
67 billion. There was, however, the worst case scenario: the government lost
control over spending and the National Treasury accumulated until the month of
September 1 over R $ 15.7 billion deficit!

Front of the disaster, the Planalto Palace now asks Congress
authorization to discount the target, without limitation, all investments made
in the PAC and 100% of the revenue loss he had with the tax cuts. Expenses that
have amounted to R $ 130.4 billion.

That is: instead of cash surplus target of R $ 67 billion already
provided in LDO, the discount would rise to R $ 130.4 billion. As this figure
is higher than the actual target of R $ 116.1 billion, the change maneuver in

The protest asking for impeachment of President
Dilma Rousseff (PT) and the challenge of the election result, gathers a
thousand people on Saturday afternoon, on Paulista Avenue in São Paulo. After
being concentrated in the range from The Museum of
 Art of São Paulo (MASP), the protesters went to one of the main
roads of the capital. The group carries banners and signs that read "GO
AWAY PT(Workers Party)", "Dilma, You accommodated as best you could with
great influence to the Supreme Court (Supreme Court), TCU (Federal Audit Court)
and PF (Federal Police)," "Lula thief chain already ""
Great Bolivarian homeland, "among others.

The movement was organized through donations via
the internet, according to one of the organizers, the businessman Marcello
Reis. The auctioneer Wilson Gandolfo, another member of the organizing group,
estimates that spending for today's event were about R $ 6000,00. "The
staff is still wary of donating online, but we can pool resources," said
the report, noting that there is no involvement with any party.

The organizers gather in a group
calling itself On Line Outraged People, which calls the protests by Facebook.

sentences for the annulment of the election alleging that the electronic voting
can not be audited.
There was a small group of three
people, with posters and speakers advocating military intervention. At the

supports the “antipetista” protest, shouted to those protesters to leave the

 In 11.19.2014,
the President informed that there was a political agreement with the President
of the Chamber of Deputies, Deputy Henrique Eduardo Alves, the President of the
Senate, Senator Renan Calheiros, and the Partisans Leaders of the Opposition
and the Government, which entered into agreement with the President of this
Commission, to the 5th Special Meeting of the CMO, which ended yesterday,
November 18th, reopening on this date, November 19, at 15:30, and were remade
the votings on the Draft Law No. 36/2014-CN. The meeting was resumed on Request
appraisal stage for inclusion in the report of the agenda presented to Bill No.
36/2014-CN.
After this
announcement, the President travel to work, and made the floor expressing
support for the political agreement, the Senators Romero Juca (PMDB / RR) and
José Pimentel (PT / EC), Government Leader in the National Congress, the
Members Mendonça Filho (DEM / PE), DEM leader, Antonio Imbassahy (PSDB / BA),
PSDB leader, Dominic Savio (PSDB / MG), minority Leader, Claudio Puty (PT /
PA), Deputy Leader of the Government in Congress, Pauderney Avelino (DEM / AM),
John Leo (PP / BA), Izalci (PSDB / DF), Professor Dorothy Seabra Rezende (DEM /
tO), Arnaldo Jardim (PPS / SP), PPS Vice-Leader Felipe Maia (DEM / RN), Marcus
Pestana (PSDB / MG), Daniel Almeida (PCdoB / BA) and Givaldo Carimbão (PROS /
AL).

ADOPTED, against the votes of Representatives Nilson Leitão, Izalci, Sandra
